The announcement of Horne's win brings to a close a week-long celebration of the club's 2019/20 season to date, recognising the contributions of the squad on and off the pitch.
The 25-year-old claims the club's most prestigious award for the second time in three seasons, having also lifted the trophy in 2017/18.
Horne was one of seven nominees shortlisted by the Glasgow Warriors coaching staff, with the Warrior Nation selecting their winner in a week-long vote on the club's official social media channels.
The former Howe of Fife scrum-half has been in electric form over the course of the season so far, making 13 appearances in all competitions since returning from the 2019 Rugby World Cup in Japan.
His trademark support lines and speed around the park have seen him cross for seven tries in the 2019/20 Guinness PRO14, placing him joint third in the league's try-scoring charts - four clear of any other Warrior.
One of those tries also earned Horne the club's prize for Try of the Season; the Scotland international's first of two tries in February's win over Zebre at Scotstoun was chosen as the winning score by the club's coaching team from an illustrious shortlist of nominees.
Horne's try-scoring exploits also saw him write his name into Scottish rugby's history books at last year's Rugby World Cup, becoming the first Scotland player in 12 years to score a hat-trick in the tournament when completing his treble against Russia.
The awards also cap off Dave Rennie's three years in charge at the club as he moves on to take charge of Australia.
Signing off during the club's video acknowledging those leaving Scotstoun, he thanked everyone involved in the club, saying: "To the staff - thanks for your amazing work ethic and friendship. You are truly world class.
"To the players - an absolute fantastic group of men. I'm really proud of what we've delivered both on the pitch and in the community.
"To supporters and sponsors - absolute legends. The crowd at Scotstoun each week and the XVIth Warrior support on the road, you've all made our time here all the more special."
