A nightmare start saw Scotland concede 17 points in the first quarter but a try by Hawks prop Gary Strain and Stephen McColl's conversion and penalty made it 17-10 at half-time.
Shortly after half-time a coverted try and a penalty stretched the Welsh lead to 27-10 with no further scoring in the last half hour.
